A lot of people know that they spend most of their workday fucking around and that the "full time" qualifier is more of a technicality. We'd be better off arguing for lowering the required hours for full-time employees (and there are already a lot of companies with "part-time" employees working an hour or two below the requirement). If you really want to light a fire, argue for a 20-hour work week, point to the amount of time wasted at many jobs, and how many people would become full-time with that change.
